What the SNP says about defence

From the SNP website - Policy on defence

All of the text below is verbatim from SNP.org – the bold and red highlighting is mine.

The SNP wants Scotland to be a normal country making its own decisions about defence and peacekeeping. Only when priorities are set in Scotland can we prevent our brave servicemen and women being ordered into illegal conflicts. The historic regiments of Scotland have been destroyed through amalgamation and downsizing; an independent Scotland will redress this.

A Scottish Defence Service

The priority of the Scottish Defence Services (SDS), in partnership with Scotland’s neighbours and allies, will be to safeguard our land, sea and air space. The SDS will initially be equipped with Scotland’s negotiated share of UK defence resources. Service and pension conditions will be at least equal to those of the UK forces.

The SDS will be a professional force supported by reserve forces with employment opportunities open to everyone meeting the appropriate standard. MoD civilian support personnel employed in Scotland at Independence will have the opportunity to remain in the Scottish MoD or Scottish civil service. Scotland will maintain active defence commitments with its friends and allies through the United Nations, European Union and Partnership for Peace.

No to Nuclear

The SNP reaffirms that no nuclear weapons will be based on independent Scottish soil.

An independent SNP government will not be part of a nuclear-based commitment such as NATO.

SNP priorities in defence are that:

• Defence policy should be made in Scotland’s national Parliament.

• Scotland’s armed services should be well remunerated, equipped and trained.

• Historic regiments will be re-established as part of the SDS.

• Military facilities, including strategic airforce stations, should not be downsized at the present time.

• Nuclear weapons will be banished from Scotland forever.

• Counter terrorism provision will be enhanced, and plans will include elements of the regular and reserve SDS as part of a co-ordinated strategy.

• Military practice will be reviewed to balance the necessity of training against the disturbance to communities.

 

A fair deal for our soldiers and their families

Our soldiers and their families deserve to be treated with respect, both during and after service. Bereaved families should not have to wait years to lay loved ones to rest, or to find out the circumstances surrounding the deaths.

The Scottish Government will continue to work with the UK Government to find a way to allow military inquests to be heard in Scotland requiring changes to current legislation. No family should have to wait 3 years to put loved ones to rest, and by moving inquests to Scotland, we can remove current backlogs in the system.

The Scottish Labour Leader–a new title needed? Gauleiter?

The Labour Party don’t have a Scottish leader – what they have is the Leader of the Labour group at Holyrood, whose only function has been to keep his MSPs on message and in line, on behalf of his London master, Ed Miliband, and the UK Labour Party.

But now Labour wants a Scottish Leader – a kind of gauleiter. (I will use a more apt and charitable name for the regional leader of a national party if there is one – suggestions welcome from Labour supporters.) Why do they want this? Because they lost the last two Scottish Parliamentary elections. 2007 could be dismissed as an aberration: 2011 was a rout.

It has been an ill wind, one that has blown little good for Labour, although it has provided a role - and presumably a nice little earner - for John McTernan, who has produced a seemingly endless series of articles telling Labour how they got it wrong and what they must do to put things right. More of the same today from John in The Scotsman. He looks south for inspiration, i.e. Westminster and a Labour MP.

Scottish Scots have been no bloody good – the ‘high-road-to-England’ version are what is needed. Of course, John McTernan has never submitted himself to the democratic process – to my knowledge - by running for Parliament. Instead he has been special adviser to just about everybody in the Labour Party. He is of that strange breed, a political strategist for a party whose political strategy has failed utterly in the UK and in Scotland. He blogs for The Daily Telegraph, exactly the right newspaper for a member of the Tory Lite Party, once known as the Labour Party.

John McTernan sniffs the wind carefully, and yesterday a breeze was blowing from Tom Harris MP, who on radio and on Newsnight Scotland threw his hat – well, sort of sneaked his hat – into the leadership ring, such as it is. I know all I need to know about Tom Harris, MP. He supported Blair, strongly supported the Iraq War, supports Trident – and, of course, he supports the UK.

Quote from today’s Herald: “I do not believe there is any great contradiction in looking after Scotland’s interests and the UK’s interests.” Tom Harris.

Tom Harris has already attracted the support of Louise Mensch, a Tory MP, and David Torrance, the Tory blogger and commentator and former Parliamentary Aide to the Tory Shadow Scottish Secretary David Mundell at Westminster. Louise Mensch was positively gushing in her delight at the prospect of Tom Harris’s candidacy. By their friends shall ye know them, as they say …

A seasoned politician, Tom Harris confessed to Gordon Brewer last night on Newsnight Scotland that he knew nothing of the mechanics  of electing a Scottish Labour Leader. Well, the Westminster village does that to a Scot – the state of his native land becomes a faint rumbling way up North – not to be taken seriously unless career is threatened or an opportunity presents itself. Tom, a man steeped in journalism, media and PR, scents both possibilities.

So Scottish Labour may have yet another Iraq apologist, Trident/WMD enthusiast and staunch Unionist as gauleiter. Well, they are all in the job specification. But we could have done worse – it could have been Jim Murphy

Stream of consciousness … and the BBC

I like to have a specific topic to address, but today I haven’t. But since I didn’t blog yesterday, and since some regular readers rapidly reach the reasonable conclusion that I’m dead if I don’t blog for a couple of days, I feel obliged to give proof of life …

So I sit at the keyboard with no plan, in the hope that something will come from the Id at least as far as the Ego and perhaps even reach the Superego. I’m not entirely certain that I have an Ego or Superego anymore, but I’m in regular touch with my Id, something closely resembling its manifestation in Forbidden Planet.

Today’s Radio Times confidently states on page 56

Good old reliable BBC - my trusted public service broadcaster, telling the truth to the four nations of Britain, calling the rich and powerful to account, champion of the ordinary people of these isles, in this great united kingdom - Dunkirk, Churchill, muffins for tea, cricket on the lawn, stiff-upper lips, guardian of the free people of the world, men in fancy dress in great cathedrals, monarchs, Royal weddings, knights, Lords, Ladies, colourful ritual and spectacle, stronger together than apart, etcetera, etcetera. You know the rest …

No need to consult the online guide on my television - after all, it’s not a public holiday, although something called Pentecost has knocked The Big Questions out of its 10.00 slot. The Andrew Marr Show was the predictable load of old Westminster village pap it has become since not-so-super injunctions have killed the mojo of its eponymous host.

I switch on just before midday and wait expectantly, laughing in sardonic delight because the tennis has been rained off. May it piss down on that tedious game for evermore, a game that is healthful exercise and a legitimate pursuit for those who actually get off their arses and play the game, but an exercise in mindless voyeurism for those non-players who watch it …

I should have been warned by the fate of The Big Questions. Midday passes, and the mindless chatter of those under the umbrellas continues, with the kind a vacuous gossip and idle speculation that characterises acres of sporting commentary. Panic-stricken, I switch to BBC2, only to find more crap, so I belatedly consult the online guide. Nae politics today, mate. If we can’t have tennis, you’ll have to be content with Country File, or some such rural idyll.

So at the end of a week in which we have seen the care of the old and vulnerable across the UK threatened by the rabid greed of speculative capitalists, the continued revelations of criminal behaviour by our UK newspapers, a week in which the implications of the behaviour of the UK Supreme Court for the Scottish Justice system becomes even more worrying, a week in which more young men and women are dying in misconceived foreign wars, a week in which we contemplate yet another involvement in Syria, and a week in which the Brian Rix Whitehall farce that is called the UK Government - the ConLib Coalition - move seamlessly from one disaster to another, a week in which Miliband Minor’s relevance to his party and to the nation is placed under question, the main political vehicle for examining events and placing the powerful under scrutiny - and where Scottish affairs get a real discussion platform - is sacrificed to a tennis match that didn’t take place and some countryside rambles.

I’m your long-term friend and defender, BBC - but when you behave like this, I shout aloud for independence, for  a free Scotland, with its own public service broadcaster, employing the fine journalists, presenters, creative artists and technicians that make up the present BBC Scotland, but freed from the dead hand of London.

And by God, we’ll have it, sooner rather than later …

You ruined my morning - am I suppose to plan my day on not believing the Radio Times and cross check the transmission time of every programme if there's bloody sport on?

Ross Martin of the CSPP on Labour - Moridura’s response …

Ross Martin has advice for Scottish Labour on the Centre for Scottish Public Policy website. So have I - see my comment on the site (reproduced below).

MORIDURA’S COMMENT

Scottish Labour's problem is the two iron balls shackled to its ankles - one labelled U and the other K. 'Scottish' Labour has only one purpose - to keep Westminster Labour in power in the UK.

Ross Martin says "The Scottish Labour Party must be all three of these things: Scottish, Labour and a proper political Party." It can be none of these things while Scotland remains in the UK and Labour is a unionist party. There was no "mass civic movement that campaigned for and designed devolution" - it was a Blair/New Labour stitch up designed to draw the teeth of Scottish Nationalism, as George Robertson so clearly stated, and was so badly wrong about.

The Scottish independence movement is committed to a constitutional monarchy, sensible shared arrangements on defence - excluding the obscenity of nuclear weapons and WMDs in Scottish waters - and an intelligent, sophisticated relationship of friendship and trust with the residual United Kingdom of England, Wales and Northern Ireland - UK Minus.

What ragged standards have Scottish Unionist Labour got left to cling to?

The outmoded and lethal doctrine of nuclear deterrence?

The right of a Westminster Parliament, dominated by a south east power bloc of money, privilege and corruption to decide when the flower of Scottish youth is sent to die in foreign adventures at the dictat of US foreign policy, which at any time could fall back into the suicidal lunacies of the Bush era?

To almost 1000 unelected Lords in a second chamber that is always destined for reform but never will be while the UK lives?

Scottish Labour must indeed do three things to survive and regenerate - embrace Scottish independence, reject the nuclear deterrent and perform an act of public contrition for the egregious crime against humanity that was the Iraq war. Then, and only then, the party might rediscover its values, its identity - and its soul.


POSTSCRIPT - ADDITIONAL COMMENT
Nothing points up Scotland's situation in relation to the UK more than the nature of the present government - a Tory government, when the Tories were decisively rejected in May 2010 by the Scottish electorate, a Coalition deal negotiated by Danny Alexander, a LibDem who would have been thrown out of office had he stood for the Scottish Parliament.

The LibDem have provided two Scottish Secretaries to replace the awful Jim Murphy - Alexander briefly, and now Michael Moore, both representatives of a party that has been humiliatingly rejected by the Scottish people, and would be destroyed at the UK ballot box in a general election if one were called tomorrow.

These latter-day colonial governors had and have no real mandate of any kind, even in their non-role, yet the lugubrious Moore pontificates on matters fundamental to Scotland's economic recovery.

When the great divide between the Scottish electorate's verdict in May 2010 and the rest of the UK became known, worried Westminster media pundits commented that "it made us look as if there were two nations". There are - that's the whole point, and the point will soon be made even more forcibly.

The terms of Scotland’s independence - the great debate …

I have been commenting for some time on the deliberate playing down of the defence issue by both pro and anti independence camps, especially the nuclear weapons and bases aspect, which I regard as the crucial issue. As recently as last night’s Newsnight Scotland, this was being skirted around.

But it has now erupted on to the front pages, as it was inevitable that it would, sooner or later. We’re down to the nitty-gritty with a bang, so to speak. Today’s Herald -

And some still say the YES/NO referendum campaign hasn’t started! You could have fooled me …

WHERE WE’RE AT

Just a few short weeks ago, Labour was going to win the Holyrood election, the SNP would be out, and Scotland’s independence would be off the agenda for the foreseeable future because the people of Scotland would not be asked what they wanted.

Now we have the SNP in power, with full control of the Parliament, the referendum now certain, with the debate now shifted to the terms of independence.

As an indicator of just how much things have changed, I refer you to the perception of a European now studying in Aberdeen - Ferdinand von Prondzynski - on his blog.

His last paragraph reads -

What do I think? I’m new here, but I have now spoken with a fairly large number of Scottish voters, and I am getting a very consistent message, so consistent that I am going to discard the normal caution of suggesting that this really isn’t a sufficient sample to be useful. Almost everyone I have spoken to who voted SNP has said the same. And to explain it, I might refer to the comment of a BBC commentator on election night, who suggested that the Scots had ‘lost their fear of independence’. That seems to me to get it absolutely right. It doesn’t mean they voted for it when they voted SNP. But it means that they knew that, by voting SNP, they were making independence a live issue. They might still voice caution when polled. But they are there to be persuaded, and expect the persuasion to come. They are not yet all in favour, but they are no longer determined to be against.

It often takes the clear-eyed perception of an outsider (meant in the very best way, Ferdinand - we are delighted to have you in Scotland!) to encapsulate the mood of our nation, and in this paragraph Ferdinand (@vprond on Twitter) has done just that.



There will be no referendum called until the second half of this Scottish Parliament, but we are already in the YES/NO campaign whether we like it or not (some in the SNP feel it is premature) because the NOs are already in full voice. And those who voted SNP but are cautious about independence are, to echo Ferdinand’s words “there to be persuaded, and expect the persuasion to come. They are not yet all in favour, but they are no longer determined to be against.”

THE UNIONIST POSITION - the NOs in full voice

The Unionists’ many positions on the referendum over recent times may be summarised as follow -

PRE-ELECTION POSITIONS

Scotland doesn’t need a a referendum on independence - each UK general election is in effect a referendum.

“If the SNP wants one, bring it on …” The Wendy position.

A referendum would be a needless distraction from the urgent business of sorting out the economic mess “left by Labour” (Coalition position) or “created by the Tory-led Coalition” (Labour position.

The SNP government will be out of office on May 5th 2011, so the referendum is off the agenda.

LATE ELECTION CAMPAIGN POSITION

The SNP is marginalising the independence question - we demand that they bring it up front, so that we may terrify the voters with it.

POST ELECTION POSITIONS

We demand that the new SNP government call a referendum right now. Bring it on …

We demand that the UK government call a referendum right now.

We demand that the referendum be extended to the whole of the UK.

We may give you everything except defence and foreign policy if you abandon the referendum.

No referendum is needed - England (i.e. the UK) should just throw Scotland out of the Union unilaterally.

The SNP has abandoned any real concept of independence, led into the Unionist Promised Land by Jim Sillars

The SNP is split right down the middle over independence - this is the SNP’s Clause Four moment.

This contradictory, confused and intellectually dishonest range of positions reflects the confusion and disarray in the NO camp. The electorate recognised that before the election, and probably recognise it now. They won’t be voting for a new government of Scotland for five years, but they will be voting for Scotland’s future, something of infinitely more significance - and they know it.

THE KEY ISSUES

A few things need to be re-stated. The Scottish government can - and will - introduce a referendum bill to Holyrood in the second half of this Parliament and it will be enacted, given the SNP’s overall majority.

The exact question or questions that will be asked on the referendum ballot paper has/have not yet been decided, but ideas have been floated. The essential choice is between a single question  - will you authorise the Scottish Government to negotiate the terms of independence on your behalf with Westminster - YES or NO, or two or more questions on a range of options, e.g. full independence or something less.

If the answer is NO to any change to the status quo, there is no immediate problem, other than an acrimonious debate about how long it should be before the question is asked again, e.g. a generation (Unionist  position) or not for a while, unspecified (Nationalist position.

It must be clearly understood that a YES vote does not legally bind the UK government to agree to the outcome, but there is a near-consensus that the moral and political force of a YES vote would compel Westminster  to accept the democratic decision of the Scottish people.

But a number of key questions arise from the referendum in addition to those above.

Q1. How much detail on the Scottish Government’s position on the exact nature of independence must the electorate have to make an informed choice, i.e. what are the implications of voting YES? 

Q2. What is the case for voting NO, i.e. for the status quo - no change to the present arrangements?

Q3. If there is a YES vote, should there be a second referendum to ratify the heads of agreement reached by the Scottish Government team and the UK Government?

There are more questions, and sub-sets of questions, but let’s look at these three first. I approach them from the standpoint of a negotiator, but in the context of political realities and the history of other successful independence movements.

Individual negotiators or negotiating teams fall into two broad categories - those who are answerable only to themselves and those who are mandated to negotiate on behalf of others - their principals.

For example, someone negotiating the price of a car with a dealer is usually in category one, and a commercial negotiator acting on behalf of a company, or a trade union negotiator or negotiating team is in category two. The commercial negotiator usually has a single principal, e.g. the purchasing or sales director, or a team of principals, i.e. the Board of directors.

The closest parallel for a Government negotiating team is the trade union example - one might think - with the trade union membership parallel being the electorate. However, this analogy doesn’t hold up in the face of political reality. MPs and MSPs are elected as representatives of the electorate, not as delegates or passive mouthpieces. They are elected on the basis of a manifesto - their prospectus so to speak - but once elected they have - or arrogate - considerable flexibility and discretion on how they exercise that mandate.

The alternative is clearly unworkable, namely to seek democratic ratification of every policy detail by consultation and mini-referendums. The electorate is expected to trust their elected representatives to get on with the job as best they can.

That trust has, of course, often been shamefully betrayed by elected representatives once in office, the most egregious recent example being the betrayal of their supporters by the Liberal Democrats in coalition with the Tories. But even before that betrayal, there was another example which, it can be argued, was simply realistic democratic politics, although some would disagree, namely the negotiations with the Tories about forming the coalition, led by Danny Alexander for the LibDems.

Neither the Tories nor the LibDems spelled out in detail in advance to the people who had elected them the rationale for a coalition (some would say it was self-evident from the election results) and neither party told the electorate what their negotiating objective were in detail. They took their mandate to mean that they had the right to exercise their best judgment without referring back to the electorate, and however unfortunate the outcome, my personal feeling is that they had that right.

Where does this leave us on the three questions posed above? Let’s take them one at a time -

Q1. How much detail on the Scottish Government’s position on the exact nature of independence must the electorate have to make an informed choice, i.e. what are the implications of voting YES?

My simple answer to that is - more than they have at present, despite the SNP’s considerable efforts to conduct a national conversation and to spell out  a great deal of their thinking in writing. This is especially necessary  on defence matters and the nuclear question, nuclear in more sense than one. Liam Fox’s outburst - spontaneous or calculated - has catapulted this question to centre stage in the debate, and the referendum campaign, which has already started, despite protestations to the contrary by some.

I have always regarded the defence issue as central, both in my personal priorities, and to the real nature of the opposition to Scotland’s independence, while recognising that it is not necessarily the issue at the forefront of the electorate’s priorities. (Professor Tom Devine said last  night on Newsnight Scotland that economic issues have determined the outcome of every election, but, with great respect, this ignores the fact that the electorate have never had a clear-cut defence and nuclear option put to them in any of the elections he cites - except by fringe parties - because every major party has effectively been committed to nuclear weapons and the nuclear deterrent.)

The SNP’s position on the status of the Scottish component of British armed forces must be clarified. They are either Scottish forces voluntarily ceded to overall UK co-ordination and control, but with the capacity to veto their participation in any initiative that the Scottish government disapproves of, or they are not. All governments participate in coalitions of forces under a central military control  - the UK forces were under Eisenhower and American control for the D-Day landings, and the UK is presently in a coalition in Afghanistan and in Libya - but national sovereignty reigns supreme.

On the nuclear issue, I have already stated my understanding on this, on Sunday May 15th, as follows -

The First Minister says clearly that an independent Scotland would have the ultimate decision on when to go to war, i.e sacrifice the lives of Scottish servicemen and women – and would not, for example, have supported the invasion of Iraq.

He also says there could be some sensible sharing of military bases. But if that were to extend, for example, to leasing the Trident nuclear bases to UK Minus (The United Kingdom of England, Wales and Northern Ireland) after Scotland has achieved independence, then the Scottish Government would have to have a veto on when nuclear weapons were used from its waters, or from a submarine in international waters that was based in Scottish waters.

Since Scotland does not support the use of nuclear weapons or WMDs in any circumstances, UK  Minus (effectively the US) would be leasing bases and owning weapons of mass destruction, e.g. Trident submarines that could never be used.

This would be untenable, therefore Scotland can never lease the nuclear bases to UK Minus.

We cannot reasonably expect the Scottish electorate to vote in an independence referendum without a clear idea of how their new nation is going to be defended.

There are other significant aspects of independence, most of which have been clearly explained by the SNP, verbally and in print, if the unionist opposition and lazy media commentators would take the time to do their homework. For example, the SNP’s commitment to a constitutional monarchy has been clearly stated, and the ancient model of the Union of the Crowns has been cited.

The SNP’s position on the key levers of fiscal responsibility, on control of borrowing, on tax raising powers, on Scotland’s natural resources including oil are clearly set out. We already have our own legal system, and the present status of devolution has already ceded a number of areas of control to the Scottish Parliament. But the nit-picking on detail by the NO camp - the unionists - is patently ridiculous, e.g. what about the DVLC etc.

No rational person can expect the electorate to be buried alive under the minutiae of government  administration, and no reasonable member of the electorate wants to be asked to ratify every detail.

So my answer to Question One is that the electorate must know what is meant by independence on the big, fundamental questions,and my belief is that they already know most of the answers, but that they must be re-stated in clear an unequivocal terms.

The exception to the above is defence and the nuclear issue, as already stated. The electorate must be given clarification now on these fundamental questions by the government that they so recently and decisively elected. They will undoubtedly get - and are getting - answers from the NO campaign, answers that will be at best a distortion of the truth, and at worst, plain scaremongering lies.

That was the unionist parties’ shameful record in the election campaign, and they won’t change now.

Q2. What is the case for voting NO, i.e. for the status quo - no change to the present arrangements?

The answer is that this is the business of the unionists - the NO campaign - and they are already sedulously engaged in it.

Q3. If there is a YES vote, should there be a second referendum to ratify the heads of agreement reached by the Scottish Government team and the UK Government?

My answer is an emphatic NO. 

No other nation negotiating the terms of their independence has done such a thing, or been expected to do it.  If anyone has examples to the contrary, let them bring them forward. Once the electorate of a nation has been offered and accepted the choice of demanding their independence, they have trusted their elected representatives to get the best deal the can, in the context of broad understanding of the fundamental of their government’s position.

The demand for a second referendum, like the demand that the minutiae of independent government should be spelled out in advance should be seen for what it is - an attempt to muddy the water, confuse the electorate and to bury the core issues in mass of detail.

It is an attempt to second guess an outcome to the independence referendum that the unionists don’t like.

Reject it completely.

Alex Salmond tells Jon Sopel patiently how many beans make five.

Scotland watches proudly - and affectionately - as their First Minister courteously answers questions drawn from The Ladybird Book of Politics, which is as far as most UK media interviewers have got so far.

The new Scotland - where to from here?

There’s a concept among jazz musicians - woodshedding - that expresses where I need to be at the moment. Going to the woodshed is what a jazz musician does when he or she needs to come to grips with something fundamental - technique, conception, tone, etc. Legendary jazz woodshedders included Charlie Parker who entered the woodshed as a primitive young musician and emerged as a fully-fledged genius, with a formidable technique and with a new musical language, and Sonny Rollins, already an established musician, who famously woodshedded on a public road bridge and re-invented himself and his music.

The woodshed is a metaphor, but I’ve got a real one - the Hut, as we call it, our little summerhouse at the back of the garden, an invaluable retreat from the distractions of the house.

I urgently need to woodshed on the big questions that face Scotland and all Scots, old and new, now that the election is over, and we are basking briefly in the new Scottish Spring - independence and the referendum that might lead us there.

But before I disappear, I have a couple of things I want to say -

I have been struck over the last week by the virtual absence of any discussion over foreign policy in the media and in the press - the Trident in the room, rather than the elephant in the room.

For me, independence means Scotland having control of its own foreign policy, of its own defence - of deciding in what circumstances and for what cause Scottish young servicemen and women must be placed in harm’s way by the state and give their lives if necessary, depriving Scottish families of their children, their partners, their spouses, their fathers, their mothers, their brother, their sisters, their friends - and Scottish servicemen and women of their comrades.

Fundamental to that control of foreign policy is the rejection of nuclear weapons and the concept of the nuclear deterrent.

Why is this topic being quietly sidelined by all parties, both those opposed to independence and those in favour? Why is all the talk confined to economic control, social policy, various options all the way through to devolution max, to constitutional monarchy, to somehow retaining the concept of the UK while freeing Scotland of the dead hand of Westminster and the Treasury?

Well, I have a view on why.

It is because control of foreign policy is the truly fundamental issue that no one wants to speak its name, lest they frighten the horses.

It is because it is believed that it was not a particularly important or defining issue in the election campaign,  other than in the context of the cost of Trident, and the job creation scheme argument that is often used to justify military expenditure.

It is because it impacts directly on the ancient link between monarchy, the military and organised religion - all three potential minefields for politicians, whatever their core beliefs and allegiances.

It is because it is believed by politicians, with some justification, that the voting public don’t really care about it, don’t understand it, and are made uncomfortable by it.

Nationalist politicians are wary of putting it centre stage because it might not play well with the voting public when they enter the independence referendum polling booths.

Unionist politicians must play canny with it, because it is in fact their fundamental reason for opposing full independence, and is linked inextricably with the the idea of British identity - an imperial identity - the United Kingdom’s perceived role in world affairs, the whole rotten edifice of undemocratic, unelected privilege that is the British Establishment and the Peerage and the House of Lords, the unionist’s latent or overt anti-Europeanism, and the subservient, client nature of the UK’s relationship with US foreign policy.

So now the nationalist politician may be entering an unspoken consensus with the unionist politician in the two years or so before the Independence referendum bill that, together, we won’t frighten the military horses, the monarchy, the Church, the Establishment or the electorate, and will concentrate on the economic and social arguments, and that something that falls just short of full independence that includes control of Scotland’s foreign policy may be a happy outcome all around.

On my way to the woodshed, let me say that while I will make my contribution to the economic and social argument, and to the principle of gradualism and softly, softly catchee independence monkey, nothing short of full control of Scotland’s foreign policy will ultimately satisfy me.

The Scottish Census 2011 and the Military/Industrial complex

At the end of November, I became aware that the UK government had awarded a contract for data gathering for the 2011 census in England and Wales to Lockheed Martin Corporation of Maryland USA - Trident missile manufacturer.

There were a number of reasons to be concerned about this, and my concern was shared by  a group of eminent scientists and other interested parties.

Firstly, Lockheed Martin Corporation of Maryland USA is the manufacturer of Trident Missiles for the UK Government. Given the Scottish Government’s resolute opposition to Trident missiles and to their being based in Scotland, this alone in my view was reason enough not to award Scottish government contracts to Lockheed Martin or to any subsidiary company owned by it.

Secondly, American companies are obliged by law to disclose on request to US Government agencies, including the CIA and the FBI, any confidential information held by them that might be deemed relevant to national security, i.e. anything.

But my third and most serious concern is the insidious way in which the military/industrial complex subverts the moral consciousness of governments, trades unions and ordinary voters, and the very nature of democracy itself  by the offer of industrial investment and jobs.

I believe in legitimate defence of the Scottish nation, and in conventional defence forces and armaments, but I abhor the use of defence jobs as job creation schemes to induce tacit participation in, and compliance with the foreign policy of the United States and of the UK as its compliant ally. This is exactly the insidious perversion of democracy that former US President and distinguished American WW2 general Dwight D. Eisenhower warned against when he pointed out the dangers of the military/industrial complex.

I assume that I don't need to submit a freedom of information request to obtain this information. If for any reason you are unable to confirm who has been awarded this contract, please tell me how I may find the information.

As a citizen and householder in the UK who will be required to complete the census form, I believe I am legally entitled to this information.

Your email of 26 November to  2011censusmedia@ONS has been passed to me since the Office for National Statistics (ONS) took the view that, being a Scottish resident, it was the Census in Scotland that you were likely to be interested in. In Scotland the Census  is the responsibility of the General Register Office for Scotland (GROS), not the ONS. GROS has awarded no contract in relation to the 2011 Census to the Lockheed Martin Corporation of Maryland, USA.

If, on the other hand, it is the Census in England and Wales that you are interested in, I suggest that you email 2011censusmedia@ONS again, stressing this point.

I was reassured by this, and while my concern remained for the English and Welsh census, I felt sure that Scotland would not be so foolish as to award a contract to a company with such links. I should have looked more closely at the list of British companies who were being considered for the census contract. Among them was a company called CACI. The first link below makes it clear what CACI is and what it does: the second is CACI in 2009  referring to Scottish suppliers ( brightsolid and dns) which it had chosen to to deliver data gathering and processing for the Scottish census after CACI (UK)'s appointment last year by the General Register Office for Scotland which is responsible for taking Scotland's census.

What are we left with? I had initially believed that CACI (UK) was a wholly owned subsidiary of Lockheed Martin, but I can find no evidence of this. It is, however, a wholly owned subsidiary of CACI International Inc. which is subject  to exactly the same requirements of data disclosure by the US Government.

However admirable the two Scottish companies, brightsolid and dns are, however high their ethical policies are, and however apparently stringent the legislation is prohibiting the disclosure of confidential information from the census, they are now inextricably linked, as is the Scottish Government, to the highest levels of the US military industrial complex through CACI (UK) and CACI International Inc. - to a giant defence corporation with its HQ in Arlington, Virginia, a company that was deeply involved in American operations in Iraq, notably in the notorious Abu Ghraib.

There are those who will respond with some irritation to all this by saying that this is the reality of global business in the modern world, and that the UK and Scotland must be involved or risk being marginalised economically.

I say that it cannot be beyond the technical ability of independent Scottish companies to carry out the data gathering requirements and the analytical requirements of the Scottish census without being sucked into this web of dependency upon a foreign power with a foreign policy of total and perpetual conflict and war, and it cannot be beyond the competence, wit and ingenuity of the Scottish Government to avoid such entanglements.   And I do not want my personal data to be in the hands of these companies.

UK defence policy, Trident, carriers and Afghanistan war – the incompetence of the MOD

I received a letter in Wednesday’s post (29th September) from Nick Harvey MP, Minister of Defence for the Armed Forces. It was dated 17th September. This is what presumably is known to the MOD as rapid response. If they base the UK’s defence response to threat on that, we may as well roll over and pee up our bellies right now.

In case you think I was specially privileged to get such a letter in reply to my email on the nuclear deterrent and the Strategic Defence and Security Review you would be mistaken. Several thousand people sent the same email, part of an organised protest against the manifest lunacies of the MOD, not to mention its gross and lethal incompetence.

In mitigation, I least was able to email a Minister of Government and get a response, something I guess would be unlikely or impossible in Iraq, in Iran, in North Korea, in Saudi Arabia, and so on. More likely, I would have got a knock on my door in the early hours – if they bothered to knock.

In Israel, the range of response might have ranged from deportation to assassination in my room by agents of Mossad – but they would probably have sent a letter beforehand to maintain the illusion of democratic freedom to criticise.

What does he say?

“…. the renewal of our nuclear deterrent, based on the Trident missile system, is clearly a controversial issue.”

You can say that again, Nick.

There are substantial risks to our security from emerging nuclear weapons states and state sponsored terrorism, which we can best protect ourselves against through the continued operation of a minimum nuclear deterrent.”

Stop there for a moment, Nick. I’m old enough to remember the pre-nuclear age: I remember Hiroshima and Nagasaki: I remember when the Soviet Union developed its first bomb.

I remember the arguments, and I understand the complexity of them. The Allies were fighting a war – two wars really – one against Germany, which had been won, and one against Japan, which was costing tens of thousands of lives.

Had Germany or Japan developed atomic weapons first, they would have faced exactly the same choice America faced – to threaten the enemy with a demonstration detonation of the terrifying new weapon, or actually use it on a civilian population. There can be no doubt that the moral – the ethical – choice (if there is such a thing in total war) was to threaten by a demonstration of the destructive capacity of the bomb.

America and President Truman chose the profoundly immoral option and fulfilled Oppenheimer’s despairing quote from the Bhagavad Gita - “I am become Death – the destroyer of worlds.”

After the war, the Soviet Union developed its own bomb because America already had one – and Britain was desperate to join the club so that it didn’t “go naked into the conference chamber”.

A new era commenced, and the politicians of the new age had to come to terms with a new destructive capacity, with only the accumulated experience of centuries of warfare, conflict and diplomacy - which had been rendered almost obsolete overnight - to guide them.

The nuclear weapon was a gift to the worst kind of simplistic, populist politician – it still is. Terrify the electorate with the prospect of imminent annihilation, feed and nurture their paranoia and crush all human feelings and all rational argument.



Perhaps the great nuclear Mexican standoff that lasted almost until 9/11 was the inevitable result of the fact that homo sapiens had not evolved at the same pace as its technology. They were forced back to the most atavistic instincts – kill or be killed, fear the Other, the Stranger.

What passed for foreign policy in the original nuclear states used to go something like this -

We already have the capacity to destroy millions of people and render huge areas of the planet uninhabitable for many generations.

This gives us credibility at international conference tables - “my destructive capacity is as big or bigger than yours, so listen to me …” – and we will retain it until all the nuclear states give it up, something that will be achieved by progressive reduction of capacity over generations. We will never it use it first, but only in response to credible threats from the other nuclear states. (That position has now slipped alarmingly towards unilateral first strike action.)

This was seen by the West as a moral position to take , in spite of the fact that the only nation to have launched a first strike attack without nuclear threat from another was the United States in 1945.

In point of fact, there were powerful voices in the United States at that time who argued for a pre-emptive massive nuclear strike against the Soviet bloc before they achieved nuclear capacity. There are powerful voices today who put the same argument about Iran, both in the United States and Israel.

This was the politics of rampant paranoia, with the nuclear club anxiously hovering their trembling fingers over the buttons, and ensuring that there were no new members of the club, the doctrine of non-proliferation.

When the United States became the first nuclear power and promptly used its weapon to destroy its non-nuclear enemies, the only viable response for other nations fearful of the US – at that time the Soviet bloc – was to get a nuclear bomb pretty damn quick. Americans, in the land of the National Rifle Association, understood that mindset, which at the same time both reinforced their worst fears and terrified them – the typical reaction of the paranoid.

If your neighbour, whom you already distrust, suddenly acquires a powerful handgun and promptly shoots somebody in the street, you had better hurry on down to your gun shop on Main Street and get tooled up.

The other fantasy spawned by this lunacy has been that the possession of nuclear deterrents has prevented war and kept the world at peace since 1945. It patently hasn’t – there have been numberless wars using conventional weapons, and no nation (or terrorist organisation) that wanted to impose its will on others has been in the least deterred by the nuclear threat.

Since 1945, the world has been in a state of more or less continuous conflict. There has not been another World War, of course, but that owes more to the European Union than the nuclear deterrent - the main instigator and theatre of 20th century world wars was Europe.

I used to offer a little illustration of the assessment and use of power capacity in negotiation, which ran as follows -

A gun crew are manning an old-fashioned cannon, fully primed and ready to fire. Three men rush out of the darkness at them carrying knives. Who has the greater power?

LESSON: The superior destructive power of the cannon cannot be brought to bear on the attackers and the gun crew are massacred. Power lies in the relevance of the weapon at a point in time, and how fast it can be deployed.

I wrote this before five men armed with box cutters and rudimentary flying skills hijacked three aircraft and brought down the twin towers and damaged the Pentagon. The third flight was only stopped by the bravery of the passengers at the cost of their own lives, using what conventional force they could muster.

Was the lesson of 9/11 learned? It was not. A reflex attack with massive force followed by an occupation and nine year war by the most powerful nations on Earth, with massive military resources at their disposal, has achieved nothing.

Indirectly, the perverted reasoning spawned by 9/11 and the Afghanistan war led to the Iraq war, an international war crime that ignited the Middle East and polarised relationships between the Islamic world and the Christian West.

Incredible as it may seem, the deep thinkers of nuclear deterrence seem to think that the Trident missile system somehow protects us against terrorism.

And now we have the UK financial crisis, and it looks as if hard times may ameliorate the nuclear lunacy in a way that logical argument failed to do.

Liam Fox is worried that his budgets will be cut, and tries a pre-emptive strike with a letter to his own Government. The letter is leaked, and our Liam, straight-faced, launches an investigation.

Who had the most powerful motivation to leak this letter, a letter designed to pressurise the Government? Cui bono? I know the answer, any thinking person knows the answer, and perhaps Liam Fox knows the answer.
