Scottish Better Together parties can’t deliver more powers to Scotland – and Westminster won’t. Devo negligible, zero or minus

As anyone who has followed my blog and tweets over recent years will know, I have argued every aspect of the devolution/more powers versus full independence arguments, and have expressed fears – and often astonishment – that the complex implications of the shifting currents of voter opinion and preferences on devo within UK, full independence, and the missing second question are being avoided or argued inadequately.

The way this argument is handled will impact crucially on the way the Scottish electorate will ultimately resolve this, faced with a simple YES/NO choice on September 18th 2014.

Although there seems to be a dawning recognition of just how this question will dominate the debate in the months remaining - and some evidence that both YES and No campaigns have at least grasped the essentials - there is still a flabby sogginess in the YES (and SNP) arguments, and continuing failure of media commentators and TV political news anchors to ask focused questions. This is allowing Better Together to pump out a miasma of vague promises to deliver more powers, without a shred of evidence of exactly how they could do this.

 

So let me reiterate again what I see as the fundamentals, with a plea that all parties to the public debate fully present and explore them, and that media commentators ask the key question again and again.

CORE ARGUMENTS

The Scottish Parliament exists only by the grace and favour of the sovereign UK Parliament under the Scotland Act, and its limited powers are  in the gift of Westminster. They can be amended, curtailed or withdrawn at any time by the Westminster UK government. Scottish MPs can vote against this but have not got the power to block it, given the massive disparity in their numbers versus rUK MPs.

In the lead-up to the Edinburgh Agreement, all polls and virtually all expressions of opinion by Civic Scotland indicated a majority for more powers for Scotland – devo max, devo plus and other variant – while remaining within UK, i.e. with defence and foreign affairs remaining under Westminster. (There is an inherent contradiction in this preference on defence and foreign affairs with the Scottish electorate and Civic Scotland’s wish for a nuclear-free Scotland. A WMD-free Scotland cannot be delivered under such devolution.)

The Scottish Government was open to a second question in the 2014 referendum, offering not just a binary choice between full independence and status quo, but a question on more powers within the UK. Civic Scotland was highly vocal in support of a second question.

(There were formidable, but not insuperable problems in framing such a ballot paper – or papers – and even more formidable problems in evaluating the various possible vote outcomes. During this period of the debate, the political parties and the media showed a spectacular naivety and ignorance in addressing these complex issues.)

The 2nd question veto

The second question was effectively vetoed by David Cameron and the Better Together Parties, and their negotiator, Michal Moore, was mandated to treat this as a deal breaker in the Edinburgh Agreement negotiations.

The reason advanced by Cameron and the Better Together axis was that the will of the Scottish electorate had to be determined with absolute clarity on independence before any question of more powers could be addressed. This was a patently specious and self-serving argument, given that the will of the Scottish people seemed evident from the opinion polls and Civic Scotland.

The real reason – in my view – was that if a second question was offered and proved decisively to be the preferred option, the UK Government would be under major pressure to deliver more powers – and they had – and have - no intention of doing so.

The power realities of Scottish Better Together and Westminster parties

Scottish Labour, Scottish Tories and Scottish LibDems can have their little think tanks, commissions, etc. under various exciting and pompous titles, they can  pass resolutions at Scottish party conferences, they can make recommendations to their London party masters, they might even conceivably reach a core consensus – but they cannot deliver such powers.

Only the Westminster parties can decide whether or not to include all or any of these recommendations in their 2015 general election manifestos – and they won’t, because to do so would be electoral suicide, in England, Wales and Northern Ireland, and God’s gift to UKIP.

Here’s my analysis again from a recent posting on Scotland-US.

  • The only mechanism by which more powers can be delivered, now or after a No vote, is The Scotland Act. It has already delivered a dribble of powers after the Calman Commission. The Scotland Act leaves absolute control with the Westminster Parliament over Scotland’s devolved powers: it created the devolved Parliament, it has the power to vary its powers by adding to them or subtracting them. It has the power to end devolution and dissolve the Parliament by vote in which non-Scottish MPs massively outnumber the 59 Scots.

  • In other words, until and unless it votes for full independence, Scotland is wholly dependent on the grace and favour of the British Parliament for its Parliament and any powers it has.

  • There are powerful voices in the Commons and the unelected Lords who have always bitterly opposed the creation of a Scottish Parliament, regarding devolution as the thin edge of a wedge that would end the Union. There are a growing number of voices in England, notably the local authorities who bitterly resent what they see as Scotland privileged status in the Barnett Formula

  • There are strong voices, encapsulated by The West Lothian Question – coined by a Scot, Tam Dalyell – that questions the ability of Scots MPs to influence English legislation on purely English matters by their votes in Westminster, while English MPs cannot influence devolved matter in the Scottish Parliament. There are moves to reduce the number of Scottish MPs in Westminster. There is growing resentment in England and Wales about what they see as Scotland’s privileged position under devolution.

  • To grant more powers to Scotland after a No vote, or even promise them before one would be greeted with outrage by the English electorate and the Welsh Labour voters. It would be political suicide in the 2015 UK general election for any party that promised or committed such powers.

  • The Scottish electorate do not trust the UK on promises of more powers after a No vote in a referendum, because they have already reneged on just such a promise in 1979 after a referendum – they have form!

    But the decisive argument for Scots is that, had the UK Parliament and government any intentions to consider or grant more powers, they would not have opposed the second question in the Scottish referendum addressing the wish for devo max within UK revealed in poll after poll.

    Alex Salmond and the SNP government were willing to consider such a question and option, offering a middle road between independence and the status quo. The resolute opposition to the 2nd question – a deal breaker for the Edinburgh Agreement – by David Cameron and all the UK Better Together parties – told the Scottish electorate all they needed to know – that a No vote, far from producing more powers, was almost certain to produce a clawback of powers and a £4 billion reduction in the Barnett Formula.

    The Scottish electorate know that a No vote, in addition to attracting the astonishment and thinly veiled contempt of the world for a nation that rejected its chance to be independent, would result in either devo zero or devo minus.

    Only independence will deliver to Scotland and the Scottish people the freedom they need to determine their future in this uncertain world and the challenging times ahead.

Cybernats – Eat your heart out!

I feel that cybernats are having their undeserved reputation for bad behaviour seriously challenged of late. Here are some of my favourites from my pre-moderation inbox of YouTube comments. PvPGodz Uk is my current favourite.  I really feel his (her?) formidably elegant powers of articulation of the Project Fear core arguments deserve a wider audience, and I commend them to Alistair Darling and Alistair Carmichael.

(Sadly, YouTube has been classifying them as spam of late, and despite their tickable boxes, I have no way of either deleting them or showcasing them to a wider public – except this.)

Why shouldn't we vote for independance? We are that busy thinking about we're gonna be the greatest nation in the Universe, but we are really gonna be bankrupt, we get food imported from other countrys, and some include the EU countrys we're getting the food from! We're getting threatened that if we go independant we won't be in the EU anymore, and where we gonna get half our food, eventually we'll run out and we'll be full of poverty! And if we get the 'Stirling Pound' tooken from us what we going to use, and to make factorys to produce money in scotland, or make another currency, it'll cost money to do that! Alex Salmon has no idea what we are gonna get ourselfs into, I'd borde the first train to England if they take the money! The Queen's brining in lots of money to 'Britain', and it won't be shared amoung us if we go independant, and we rely on the money we get from the Queen brining in money from tourists, and England will have the money, the currency, you name it! And we'll have nothing!

A big part of Scotland economy is Edinburgh which is big financial city and most of the large private sector employers are financial businesses but when Scotland get independence forget AAA rating they will be a new small economy so will be counted as high risk so their rating will not be good. This will badly effect Edinburgh as financial business rely a lot on good rating like AAA but after independent most likely lot of the financial businesses will move their headquarters out of Edinburgh.

A two-year trial period after YES? Aye, right, mate …

A well-meaning comment from England suggesting after indy, Scotland should have a 2-year trial period. 

arkatub:  As a person living in the south of England, I don't want Scotland to leave us, but the whole "your decision is final" thing seems stupid to me.
Can't we be more grown up about this? We should let Scotland try independence and if, after a couple of years, Scottish people find that they don't like it, they can come back without any problems or resentment.
If we did it this way it would prove that we are a union that Scotland should remain a part of, I am sorry that this is not the case.

MY REPLY: I don't know what your reasons for "not wanting Scotland to leave us" are, other than sentimental and social, but I can only say the Scots who want to leave the failed political entity called the United Kingdom are very clear on why they want to go, and believe me, if we do vote for our independence, we do so in the absolute determination that it WILL be forever. The UK telling us that it will be final as a threat makes us smile, since that is exactly what we intend a YES vote to mean. The idea of a two-year "trial period" is, forgive me, ludicrous.

No nation that secured its independence from the British Empire (of which the UK is the rump) ever showed the slightest inclination to return to it, or give up their hard-won independence.

But be reassured, Scotland is not going anywhere geographically or socially - we will still retain all the bonds of friendship, kinship and the economic, scientific and cultural links we have with England. Scotland's independence will give England a desperately need opportunity to reassess itself as a proud nation, and more importantly, as one nation, not the divided, unequal country that it is at the moment, with the North and the rest of England being drained of its life blood by the South East and the city state of London.

The IFS FMQs – Lamont and Salmond deconstructed – and a transcription question.

JOHANN LAMONT: Presiding Officer, this week the Institute of Fiscal Studies – a respected independent think tank often quoted by the First Minister – said that because of falling North Sea oil revenues and their(sic) ageing population, an independent Scotland would face significant tax rises or public spending cuts.

Now, I don’t suppose any of us really here (sic) imagine that we’re going to get an answer. But with a cock of the head and an indignant sideways look, could the first Minister tell us why the IFS is scaremongering like this?

This is the Leader of the Opposition, Herald Debater of the Year, in the Scottish Parliament, asking her first question of the First Minister of Scotland. The first part is factual as far as it goes – the IFS report did say this, among many other thing.  Johann Lamont reads this directly from notes, with occasional fleeting glances up to try and make it look just a little unscripted.

The next part (highlighted in red by me) doesn’t even pretend to be a genuine question, and indeed the loaded question is preceded by a laboured scripted insult that foreshadows the total lack of respect for the Parliament, the proceedings and the office of First Minister of Scotland that sets the tone for much worse to come.

Despite JL’s pessimistic forecast, those “of us really here” did get an informative response from the FM, although since he had not accused the IFS of “scaremongering”, it was impossible to answer the question as framed.

ALEX SALMOND: Well, I thought we’d do as the IFS report itself indicates – we decrease the Scottish tax base by growing the economy and generating extra revenue.

COMMENT: What the FM is doing is answering the question a responsible Leader of the Opposition should have asked, namely

Given the two stark alternatives the IFS Report offers, of significant tax rises or public spending cuts to close their forecast fiscal gap, does the FM accept they are the only alternatives, and if he does, which would he choose, and if not, what alternatives does he see? Or does he in fact reject the IFS forecast?”

This would have been a focused and hard-hitting question, allowing the FM no real point of retreat, and it is the question the Parliament and the electorate want an answer to. Alex Salmond recognises this, does not retreat from it and spend the next twelve or so minutes answering it - despite a torrent of abuse and irrelevancy from Johann Lamont - because he recognises his duty to inform the Parliament and the electorate even if Johann Lamont (or her scriptwriter) doesn’t.

ALEX SALMOND: I do not know if Johann Lamont is aware of this, but on the model that the IFS were using – it’s called the R model -  it suggests that the United Kingdom will be in deficit for every one of the next 50 years - for the next half century - and then indicates that UK Governments will have to raise taxation or reduce expenditure to meet that sustained position - that’s what the model tells you.

I think, instead of looking at that, what we should be looking in Scotland is how we change the circumstances of this country by using investment to grow the economy, to generate more jobs, more revenue and to give us a sustainable future.

JOHANN LAMONT: The IFS is just asking us to look at the real world. Why would we bother with all that malarkey when we can just make things up as we go along? But presumably, how we’ll deal with an ageing population – we’ll all just get younger under independence. £300,000-worth of Oil of Olay for each man, woman and child.

Because of course, the IFS said that even in their most optimistic of forecasts, income tax would have to go up by 8p or VAT rise to 27 per cent to fill the fiscal black hole.

Now - chuckling at his own jokes, as he likes to do, and selectively quoting lines that suit his argument. Selectively - I’m sure that he is looking for them right now - selectively quoting lines that suit his argument, could the First Minister tell us why the people of Scotland should believe him rather than the evidence of their own eyes?

ALEX SALMOND: Let’s talk about what is agreed in the IFS report. Page 9 – which confirms that Scotland pays more tax per head than the UK at the moment. Or Page 11 – which confirms that currently Scotland is in a stronger fiscal position than the rest of the UK.

I’ll quote you exactly

“the average revenues raised per person in Scotland (£11,079 in 2013–14 prices) were higher than for the UK as a whole (£9,342 ... )”.

So, the IFS has validated an argument which I have brought to the chamber many times, from the “Government Expenditure and Revenue in Scotland”- the GERS forecast, that Scotland more than pays its way in the United Kingdom at the present moment. And that, if we take the last five years, has amounted to many billions of pounds which could have been invested in Scottish public services, or alternatively could have lowered the rate of borrowing, or a combination of both: and because of our position with the United Kingdom, these resources haven’t been available to the people of Scotland.

Now, our case is a simple one: and that is instead of not having those resources available, why not invest in the economy? Why not grow productivity - grow our exports - make sure we have growth in the economy, which generates more revenue, and then we will not be able to have the dreadful future forecast over the next 50 years for the UK by the IFS’s own forecast, which says that it will be in deficit for the next 50 years?
Now, Johann Lamont says that in an independent Scotland we are going to change the age structure of the country. How would we do that?

Perhaps we could do it by allowing young Scots who want to work in this country to have the opportunity to stay in Scotland - or perhaps we could do it by not kicking out the country,  the many skilled young people who come to study at our universities, desperately want to work  for a time or permanently in Scotland, but are kicked out by the Borders Agency -  wouldn’t help to change the age structure of the population? Of course, these things must be right because they are controlled from London and Johann Lamont backs control of immigration policy from London which of course, would consign us to that prospect.

And the central forecast of the IFS, which has been taken from the Office of National Statistics, postulates population growth in Scotland of 4% over the next 50 years. The population of Scotland has grown by 5%over the last 10 years but, what the IFS does tell us, if we remain trapped in the policies governed from Westminster, then we’ve got a very poor prospect indeed for Scotland. If we grow the economy and put the investment in, we have a bright and certain future.

JOHANN LAMONT:  Another of the First Minister’s tricks is to go on and on answering a question that he wasn’t asked. And only – only the First Minister, when the IFS says that in its most optimistic forecast, income tax would have to go up by 8p or VAT rise to 27 per cent to fill the fiscal black hole, only the First Minister could say that the IFS validates his position. It does not.

Indeed, I wouldn’t be surprised if convicted Enron executives across the United States were, at the moment, planning appeals, saying, “I know we fiddled the figures, but Alex Salmond has taken it to a whole new level.” With every – with every – with every - with every economic paper the First Minister publishes, Fred Goodwin must feel a day closer to redemption; each prospectus – each prospectus must make Bernie Madoff spit out his prison breakfast in admiration.

So, feeling free – feeling free – feeling free to quote the former Labour chancellor in a falsetto voice, or digging up a blog he was trawling through last night or - some more selective quotes like the last few we got there, can the First Minister just explain to this to us - why is it that the fiscal black hole the IFS exposed actually doesn’t exist and there is nothing to worry about after all?

COMMENT: This is pathetic stuff from the Debater of the Year, especially the part I have highlighted in red.  (Had the FM said anything like this to the Leader of the Opposition, the media would have been loud in their condemnation.)  Additionally, she ignores the inconvenient fact that the FM has not challenged the IFS figures yet, nor has he said the gap doesn’t potentially exist. In so doing, she walks into the elephant trap set for her. That’s what comes of following a bad script regardless of how a dialogue has actually unfolded – Johann expects the FM to follow her scriptwriter’s prompts. The Vulcan Death Grip duly arrives on cue …

ALEX SALMOND: Can I point out to Johann Lamont that I quoted from the IFS because I do think it very helpful in agreeing the current position. The IFS backs the Scottish Government figures -  GERS figures - in showing that Scotland more than pays its way within the United Kingdom—[Interruption.] Well, I hear from the Tory benches that it’s not true. I have quoted one quote already; the quote on page 11 points out that

“Scotland exceeded revenues by £1,550 per person”

Now,  that is a direct quote from the IFS, and therefore let’s agree that over the last five years – over that period - Scotland has more than paid its way within the United Kingdom.

I have pointed out to Johann Lamont that I don’t think that the population structure of this country is a given; I think the population structure of this country would be enormously improved if we didn’t refuse young Scots an opportunity to work in their own country and if we allowed other skilled people, many of whom we have educated, to work in Scotland. That, to me, would bring about a substantial, important change in the sort of challenges facing all European economies that the IFS was indicating.

Now, I have got substantial admiration for the Institute of Fiscal Studies, unlike Westminster politicians, including Alistair Darling, who’ve dismissed  various reports of the IFS, or the Deputy Prime Minister, for that matter, who accused them of  - this is Nick Clegg’s distorted nonsense

“taken the highly unusual step of attacking the ... Institute for Fiscal Studies, describing its methods of measuring the fairness of the coalition's controversial spending review as ‘distorted and a complete nonsense’.”

That’s exactly why I have pointed out that on the basis of the IFS report we can now be reasonably certain that the arguments that we have been putting forward about Scotland being in a stronger fiscal position than the rest of the UK are actually validated over the last five years.

What happens over the next 50 years will depend on the policies that are pursued in this country, and that in turn, will depend as to whether we’ve got control of the policies that pursued in the country. Therefore I say let’s get control of these economic levers, let’s increase productivity, increase our exports,  invest in our economy. Let’s grow the Scottish economy and move forward to that better future.

JOHANN LAMONT: The First Minister is not just guilty of selective quoting,  he’s guilty of selective thinking. The problem with the First Minister is he says that the IFS is helpful, but only to the extent that it agrees with him. Now we know the back benchers are only helpful to the First Minister when they agree with him:  he really ought to look at the whole of the IFS study and take it on board.

Just like when he started his campaign, the First Minister is going to the cinema on Tuesday. What is he going to see—“Historic Day V” or “Honey I Shrunk the Fiscal Gap”? If the First Minister is to be believed, we won’t just be a new country after independence – he’ll  invent a new arithmetic, while in every other country in the world, the choice is between tax rises or cuts in spending. Alex Salmond will have you believe  we are the only country- the only country where the future is this: how big a tax cut can we give to big business and how much more can we spend on good things? Isn’t the case that at the very heart of next week’s white paper and at the heart of everything this Government does, is this belief  - that if the First Minister and his colleagues say something confidently and often enough, no matter how wrong it is, the people of Scotland will be daft enough to believe it?

ALEX SALMOND: Let me try another quote from the IFS. Johann Lamont will say is selective, but this is what they say, which I think actually underlines the points that I’ve been making. They acknowledges that there are

“…factors in the report are inherently uncertain and could also evolve differently if Scotland were independent rather than part of the UK; in addition, they could be substantially affected by the policies chosen by the government of an independent Scotland.”

Now, that is basically what I am saying.

Johann Lamont says you have to take the choices between cutting spending and increasing taxation. That would be the choice, if that is the Labour Party’s position, according to the IFS/OBR analysis, with a deficit for every single one of the next 50 years. We  know now, if Johann Lamont’s got any influence, what exactly the policy of the next Labour Government’s going to be, on that particular argument.

I don’t think – I don’t think that Johann Lamont is in a particularly good position either to talk about economic advisers or the real world. Fred Goodwin was the economic adviser to Alistair Darling, not to me. The current economic adviser to the Labour Party is the Rev Paul Flowers. I do not think that that’s going to give us a tremendous indication of what the future should hold.

And in terms of the real world at present – what’s happening in the real world at the present moment – is that Labour figure after Labour figure is saying exactly what they think of the Labour Party’s current coalition with the Tories. For example, the Labour Party chairperson, Labour activists “simply can’t stomach” working alongside the Conservatives in the No campaign. In the real world, key Labour figures like Alex Mosson are coming out in favour of the Yes campaign. That’s what’s happening in the real world.

And as the white paper is launched next week, then that campaign will be reinforced. Why? Because this party - this Government has ambition for this country. We think that we can invest in the future, grow our economy and give all our people a decent future.

SUMMARY AND POSTSCRIPT

This interchange at FMQS was a particularly egregious example of the arid style of questioning and interaction used by Labour Party Holyrood opposition leaders throughout the life of both SNP terms, and must be one of the low points intellectually for Scottish Labour. The model adopted by Johann Lamont and her advisers is to seize upon the last statement by any public body or organisation - UK Government or independent – then present a loaded question encapsulating a simplistic summary of that point, framed in such a way that it is impossible to answer rationally without agreeing with a false premise, then accusing the FM of avoiding the question, and going into broken record mode for subsequent exchanges, regardless of facts and information offered.

All of this is larded with contrived bon mots and stilted jokes of such poor quality and wooden delivery that the perpetrator would be jeered off a beginners’ comedy club stage. (Somebody at the Herald thinks otherwise, and considers it debate of a quality warranting an award.)

The outcome however – apart from being game set and match to Alex Salmond – was to offer an invaluable insight into the essentials of what the IFS actually did say, which was in essence that the UK had got its component nations into deep economic shit and massive debt by mismanagement of just about every sector of the British economy, regulation of banks and profligacy over defence and foreign wars and nuclear weapons, and that Scotland, if it remains in the UK, will be in a little more trouble than rUK.

The IFS made it abundantly clear that this scenario did NOT have to unfold if Scotland achieved its independence and did things differently from the failed UK model. For that at least, we are indebted to Johann Lamont for acting as a clumsy feed and prompt to our First Minister.

POSTSCRIPT
The above analysis represents what I set out to do in offering the transcription. After I started to laboriously transcribe the FMQs Lamont/Salmond interchange from the FMQs video, I realised belatedly that there might be a Hansard equivalent in Holyrood with the spadework already done, and was pointed by a Twitter follower to the Scottish Government online transcription.

But in comparing the part I had transcribed with the Holyrood online version to my surprise I found that the transcribers had ‘tidied up’ what was actually said, presumably in the interests of grammar, syntax and clarity.

I didn’t like this at all, since I think the essence of politicians lies in exactly how they choose to express themselves, and I see significant potential dangers in such approaches, no matter who is responsible for them, politicians or civil servants.

It is common with minute taken of live meetings to tidy up syntax and correct misleading facts in the context of a subsequently jointly agreed minute, but I hope such an approach is not taken with Hansard or Holyrood. I therefore reluctantly reverted to my hard work, now with the additional burden of checking my version against the Holyrood official transcript. I didn’t like what I found.

By the time I had finished, it was evident that the re-wording of what was said in the Holyrood transcript was quite significantly different at various points from  actual words used. I would observe that in most instances, they do not change the sense of what was said, nor do they distort it in any way, and on occasion the changes added to the clarity of what was said, in sequence and emphasis, which one might argue is desirable for an informed electorate. (In many cases. the changes were simply contractions– such as “we’ll” “haven’t” etc. – being expanded to “we will”, “have not” etc. which is the exact reverse of current best practice in writing and speaking, which is to use contractions as closer to real life speech.)

But there were examples that left me uneasy – I won’t itemise them, and if you want to find them, do your own homework!

But that doesn’t alter the fact that the changes represent either what the transcribing civil servant thought the FM or Johann Lamont should have said – or, more worryingly, what the FM or Johann Lamont thought they would have liked to have said – not what was actually said. I think the potential dangers of such an approach to reporting the Parliament are significant for any democrat, regardless of party or affiliation.

Quite simply, I think there are only three  possible explanations, given the nature of the changes. The two most likely are either a zealous and well-meaning civil servant or aide, perhaps acting on a standard brief, using their own judgement to re-word - or politicians involved taking the opportunity to tidy up and alter what they actually said to make it read better.

The third possibility is that the transcribers have used in part the politicians’ original notes and scripts prepared before FMQS instead of what they actually delivered on the day.

I think this matters, and someone should look at it.

The Herald carries a page two article today Darling lays into Salmond over his RBS judgment, and a featured interview with Anne Simpson and Darling on page 12. To say that Anne Simpson’s introduction to her piece is a little partial is probably to understate the case.

“ … Alistair Darling is not someone given to social affectations. Candour not coyness defines him. Yet why is this proud Scot, former chancellor of the Exchequer and committed fiscal Unionist so reluctant to spearhead a campaign against the man who would sever Scotland from the United Kingdom?

“So far Alex Salmond has steered the independence argument exactly to his liking. Meanwhile those who disagree with the First Minister’s plan for radical amputation are without a central figure whose gravitas could pull together a robust opposition.”

What, Anne – no approving words on the First Minister’s candour, no plaudits for him as a proud Scot? No recognition that in every word, every policy statement, every media interview, the First Minister makes it clear that his vision for independence and a social union with the rest of the UK after independence is the very reverse of a ‘radical amputation’?

Well, moving on, let’s take a look at ‘candour not coyness’ Darling on ABN Amro -

In 2007 ABN Amro was acquired, in what was at that time the biggest bank takeover in history, by a consortium made up of the Royal Bank of Scotland Group, Fortis bank and Banco Santander. Here’s what Alistair Darling said in his memoirs about what happened at the end of 2007, just before 2008, the year when the world’s banking system fell apart.

On a Saturday morning, just before Christmas 2007, I answered the door at my home in Edinburgh. There on the doorstep was Sir Fred Goodwin, chief executive of RBS, holding a gift-wrapped panettone.

Although it would mean not having my private secretary with me, I felt entirely relaxed about seeing him alone, at home. I was also intrigued. I had seen other CEOs of the banks alone in the past – none of this was abnormal – but I knew that his asking to see me in private could only mean that he was worried about something.

I had a great deal of sympathy with what Fred Goodwin was saying, but I asked the question: why were the markets singling out RBS for particular concern? His answer was that they felt RBS didn't have sufficient capital. I asked whether he was comfortable that RBS did have sufficient capital, and his response was that he felt that it did. And yet I was worried. It occurred to me that Sir Fred had not come just as a shop steward for his colleagues. He would not admit it, but I sensed that RBS, which until that time had seemed invincible, its directors and senior staff exuding confidence verging on arrogance, was in more trouble than we had thought.

Does this sound like a new Chancellor who had anticipated anything bad in relation to RBS? His pal Fred Goodwin, the CEO of RBS. “which until that time had seemed invincible had just popped in with a panettone. He asks Fred the Shred “why were the markets singling out RBS for particular concern?” Suddenly, the presence of neighbour Fred and his gift-wrapped panettone worries him.

This is the man who criticises Alex Salmond for supporting the ABN Amro deal. One might reasonably assume that Alistair Darling had a helluva lot more information about the ABN Amro deal and his pal Fred than Alex Salmond did, but in December 2007, the end of the year in which the deal was concluded. just before the world fell apart in 2008, he gets belatedly worried about Fred, RBS and his gift-wrapped panettone?

As the SNP commented after Darling ‘criticisms’ -

This is a laughable attempt to rewrite history by Alistair Darling. He was the Chancellor responsible for banking regulation and its failure at the critical time, and he was the Chancellor responsible for the signing off of the ABN Amro deal.

“Labour gave Fred Goodwin his knighthood, and Mr. Darling’s contacts with Fred Goodwin were far more extensive than the First Minister’s. Fred Goodwin was an adviser to Alistair Darling as chancellor, and was still a member of a key Treasury body advising Labour months after the banking crisis and quitting RBS.”

Here is ‘proud Scot’, ‘candour not coyness’ Darling talking to Isabel Fraser very recently. Judge for your self - Alistair Darling -- naive, disingenuous, or just woefully unprepared for Isabel Fraser?

As for Darling’s defining quote, the one used to headline the Anne Simpson interview -

Separation means that once you go, you go. You can’t come back.”

Leaving aside the banality of the statement, it is undoubtedly true – and none of the countries who ‘separated’, or rather secured their independence from Britain over the centuries have ever shown the least signs of wanting to come back …

Scottish voices in US press

Here’s my response to Denise Mina, who wrote an odd little article for The New York Times, reprinted on Scotland-US today

I’ll pick up Denise Mina’s odd little phrase “without unpacking the issues”, because it encapsulates her approach, and that of some who claim to be undecided. She seems ‘undecided’, not as many genuinely are, because they are struggling to evaluate the arguments, but because she doesn’t want to be confused by the facts – and there is an abundance of facts available on the reasons why Scotland should be independent, and precious few arguments on why it should stay with the UK.

  • Here are a few of them -

    1. The United Kingdom, described by one eminent British historian as a “dysfunctional dynastic conglomerate” is an anachronism in the modern world, where independent nations are the norm, not the exception. It is the rapidly failing rump of The British Empire, which having lost all its subject countries except Wales and Scotland (Northern Ireland is not a country but a province)now desperately seeks to posture on the international stage by maintaining the 4th largest defence budget in the world and nuclear weapons of mass destruction (based in Scotland, within 20 miles of the country’s largest sector of population, against the will of the people of Scotland)and involving itself in ruinous foreign wars – one illegal (Iraq)and one profoundly misconceived (Afghanistan)

    2. The UK, far from being “the most successful political union the world has seen”, the phrase used by its defenders, has been a brutal, exploitative colonial empire abroad, and a grossly unequal society at home – currently the 4th most unequal country in the Western world in its wealth distribution.

    3. Scotland has rarely had the governments it voted for over the last sixty years – the so-called democratic deficit, and when it got a Labour Government for 13 years, they wrecked the economy,a process now being compounded by an inept right-wing coalition

    4. The UK currently has a critical problem of child poverty and food banks – the shameful 2013 equivalent of the soup kitchens of the US in the 1930s – are growing across the country, as are the queues of people waiting for handouts to feed their families.

    5. Scotland, resource-rich- would be the 8th wealthiest country in the world if independent.

    6. For every one of the last 30 years,Scotland has generated more tax per head than the UK as a whole.

    7. Scotland contributes more to UK in tax revenues than it receives back from UK.

    8. Scotland has 25% of Europe’s off shore tidal and wind energy potential.

    9. Scotland has the largest oil and gas reserves in the UK. Despite that, our oil revenues have been stolen from us since 1979 by UK, and used to bail out Thatcher’s failing economy, to build the M25 motorway around the city state of London, to fund the Falkland’s War, the Iraq War, the Afghanistan War and to fatten the already bloated bank balances of the powerful in the South East of England.

    10. The UK Coalition Government is currently engaged in a domestic war on the poor, sick and vulnerable of the United Kingdom, blaming them for the gross economic mismanagement of the UK economy for the last 30 years. It is drifting steadily to the right, and the electorate of England and Wales despair, because all three major parties seem committed to the same right-wing agenda. Democratic values are under attack daily, and a new populist party of the Right, racist and insular, UKIP, seeks to isolate UK from Europe and attempts to demonise immigrants. UKIP in contrast has been comprehensively rejected in disgust by the Scottish people, and its leader sent packing in ignominy when he peddled his wares in Scotland.

    I suggest Denise Mina tries to understand the passion for justice and equity that is gripping the people of Scotland, gets to grip with some facts, evaluates the arguments and decides where she stands – or alternatively, gets out of the way of those who are intent on transforming Scotland into a modern 21st century socially democratic independent nation.

A couple of my comments on scotland-us.com

COMMENT ONE

The oft-repeated statement that there is a lack of information about independence, when it is not politically motivated, often comes from those who have made no real effort to find it, or prefer to ignore it when confronted with it.

There is more information about the independence choice available than has ever been available to electors and business in any political decision taken in centuries. Many calling for information are in fact seeking certainties about aspects of legislation, finance and banking that are not available in the UK as presently constituted, in a time of unprecedented global economic and social turmoil, never mind in 2016, after eighteen months of complex and wide-ranging negotiation between Scotland and rUK.

Leaving aside the fact that is obvious to professional negotiators such as myself, namely that the opposing parties in the referendum debate are not going to blow their respective strategies in advance of the Referendum vote in 2014 and before sitting round the table, the UK Government and notably the Ministry of Defence seem to be in a state of denial about the realities facing them if Scotland votes YES. They are terrified that an adult dialogue of key issues might imply acceptance of Scotland as an independent state with diplomatic autonomy.

The Scottish Government White Paper, due in late Oct/Nov will set out a clear prospectus for an independent Scotland, and will be met a massive hostile response from the full resources of the UK civil service and defence apparatus. Meanwhile, across Scotland, more and more ordinary Scots voters are informing themselves, with the help of complex online networks, active groups covering every profession, ethnic group and the Arts, and a countrywide series of events mounted by YES Scotland.

No electorate has ever been better informed, and by the end of the campaign, the Scottish electorate will be one of the most sophisticated in the world.

Unless some businesses break out of their complacent status quo bubble, they will find themselves competitively disadvantaged in the new reality of independent Scotland and rUK.

I have spent my life in business, working for multi-national companies both in senior management and as an external consultant. Much of what is said by the C.B.I. Scotland is partisan political posturing on behalf of that lazy – and unrepresentative – status quo, and is seen as such by the key movers and shakers in Scotland and internationally.

COMMENT TWO

Ruth Davidson says “Alex Salmond doesn’t speak for a majority of Scots. In fact, he never has..” Alex Salmond speaks for all Scots because he was democratically elected with an overall majority in 2011 to do just that.

In 1997, Scotland was a Tory-free zone as far as Westminster MPs: now they have one – just one – MP. That was in part because Scottish Tories opposed devolution and a Scottish Parliament with ever fibre of their being.

Since 1945, Scottish Tories have only returned more MPs to Westminster than Labour once, in 1955 – 36 to 34, with the number declining inexorably since. Since then, the number of Tory MPs has steadily declined to its present parlous state of one MP.

Only once, in 1955 have they had a majority share of the Westminster vote – 50.1%. Despite Scotland voting for a Labour Government in every general election since 1945, with the exception of 1955 – Scotland has only had the UK/Westminster government it voted for in a minority of general elections.

Scotland elected its first SNP devolved Government in 2007 and in 2011 returned them with a massive majority – an overall majority of seats. Only proportional representation gives the Tories any real presence in the Scottish Parliament.

The Tories are almost moribund as a party in Scotland, yet Tory Governments in the UK destroyed Scottish industry and piloted the hated Poll Tax in Scotland, and are now engaged in an assault on the poor and vulnerable in Scotland. Scottish oil revenues since 1979 saved the Thatcher Government and the English economy, and bankrolled three foreign wars – Falklands, Afghanistan and Iraq.

Ruth Davidson is accurate in one respect only – the Tories are the only party to have had a majority share of the Westminster vote in Scotland. That was 58 years ago. Since then, the Scottish electorate have seen through the Tories, but the structure of UK has prevented them from acting on it to dump them.

Only full independence for Scotland in 2016 will end this democratic deficit between two nations, and Scots will vote for that in 2014.

Kings and queens – 2016 and all that: the Monarchy, YES and the SNP

Dennis Canavan makes a remark about the monarchy and the media are on to it like flies on to shit - “splits in YES campaign” etc.

Let me try to help our feeble media, assuming that they are not just shills for Better Togethera big assumption admittedly – and are simply badly informed and not actively hostile to independence.

1. YES Scotland is a loose coalition of all parties committed to an independent Scotland – SNP, Greens, SSP etc. – and individuals and groups committed to independence, including those who are committed despite the policy of their main party or organisation, e.g. Labour for Independence, trades unionists for independence, union branches who have come out for indy, e.g. CWU and those of no party affiliation whatsoever. It includes artists, Women for Independence and many other ad hoc groups formed to support YES.

2. By definition, such a disparate grouping can have no manifesto for government in an independent Scotland. 

Its members and groups have different visions for indy Scotland in every aspect of government policy, economic, social, cultural etc. This reflects the same range of opinions on almost every topic as those held by the wider electorate.

Their only unifying beliefs are that Scotland is capable of running its own affairs, has the natural resources, talents and economic competence to run its own affairs, and should run its own affairs. They therefore believe that Scots should vote YES in 2014 to independence. 

3. Across the United Kingdom, opinion on the monarchy is divided in every sector of society and within sectors, and that includes significant numbers of voters within the three major Unionist parties and the trade union movement. It should be no surprise to anyone that such differing views exist within the YES campaign.

Nonetheless, the media give every appearance of being astonished by such a revelation – or maintain the pretence that they are.

WHAT’S THE PROBLEM?

In one sense, there is no problem. For example, I am an SNP supporter (not a party member), committed to independence, and I am a republican. I believe the monarchy is the heart of the British Establishment, that both are inherently undemocratic and that they are inimical to the welfare of the people in a democracy.

But the SNP is committed to a constitutional monarchy, to retaining the Queen as constitutional monarch – and her lawful successors – in an independent Scotland.  How do I know this? Because Alex Salmond has said so repeatedly, and also states that this has been SNP policy since 1934. (There seems to be some division of opinion on just when and how this came to be SNP policy right now, and some voices have challenged it.)

So what, say some strident republicans – the SNP may not form the government of an independent Scotland – there’s an election in May 2016, and if another party, or coalition of parties is in government, then things may change.

But there’s an inconvenient additional fact to be considered – the SNP are the current government of Scotland, the SNP delivered a legal referendum, and the SNP Government has a full range of policies for independent Scotland.

And crucially, the SNP Government will negotiate with the UK Government the terms of the independent Scotland that will be born in 2016 if there is a YES vote in 2014. They will doubtless consult fully – including with YES Scotland - and respect the rights and privileges of the Holyrood Parliament but they – and no one else - will ultimately decide the content of the negotiating agenda, the composition of the Scottish negotiating team, and the entry and exits point on every substantive issue - and the deal breakers.

(The autumn White Paper due in a few weeks will set down fundamental policies and principles that will underpin that negotiation.)

These political realities are all too easily forgotten in the heady atmosphere of the YES campaign, but there is no easy way round them. The strength of the campaign lies in the fact that it is a very broad church and can embrace just about any political belief and none, providing its members subscribe to the two core beliefs – Scotland can be fully independent and will be fully independent. But let me leave the monarchy for a moment and look at another reality – the nuclear issue

Most commentators accept as a fact that an independent Scotland will reject nuclear weapons and ensure that they are decommissioned speedily and removed from Scotland as soon after independence as possible. But this is not a YES policy, it is an SNP party policy. There is nothing that debars a pro-nuclear individual or group  from affiliating to YES (as far as I know) since YES has no such policy or indeed any policy. They would probably feel more than a little uncomfortable in the near consensus of anti-nuclear views in YES, and might well be regarded as flat-earthers by their colleagues, but if they are prepared to knock on doors, canvass, stuff leaflets and generally contribute to a YES vote, who is going to say nay to them?

And they would have to accept the reality of the SNP Government incorporating its anti-nuclear policy as a prime, deal breaking objective in the negotiations. And so it is with the monarchy, although for me - and I would hope for most - the monarchy is by no means as fundamental a position as the No to Nuclear policy.

However, if social media and traditional media are any guide to YES opinions, there is more than a little ‘magical’ thinking going on – a kind of “with one bound we’ll be free and can do anything” mindset over what happens after indy.

I am of the left in politics, a lifelong Labour supporter and voter up to the 2007 Holyrood election, and for much of my life I would have - perhaps a little reluctantly latterly - have acknowledged that I was a socialist. But these days I would describe myself as a social democrat loosely on the Scandinavian model, and I don’t expect the old ideal of a socialist state ever to be realised, nor do I expect renationalisation of the commanding heights of the economy or a total abandonment of the concept of the market, although I would like to see a radical change in the way we structure our economy, our banks, our health service, our public services, our society and the values we live by. 

But we have more than enough to do to first win the referendum, then negotiate our exit from UK, hold an election and begin the complex process of wriggling out of an old, stale chrysalis of the Union and tentatively flexing our new wings.

So, on the monarchy and on a vast range of issues, I accept that the SNP Government will determine the shape of the new Scotland by negotiation, by reaching agreement on the mind-boggling range of things that come with un-entangling Scotland from a three centuries- long union. That will involve making legally-binding commitments with long-term ramifications, not just for Scotland and rUK, but for our relationships with Europe, America and indeed the entire world community.

If we are to have any credibility as a new state, we cannot be seen to enter this new era in a mood of “well, we can renege on any deal we make or agreement we reach after independence” – one, because such a position would be contemptible, and two, because it just ain’t practicable …

Of course, no government can bind its successors politically, but there are practical realities that mean that, on the very big issues, there is little likelihood of short to medium term change. We can’t go holding referendums every other quarter to determine the will of the Scottish electorate.

However, we are already committed to one post-independence referendum, on adoption of the euro - if that ever becomes an option again - so perhaps it is feasible to commit to one on retention of the monarchy. If we are going to go down that route, we had better announce it pretty damn quick, since the Scottish electorate has a right to know before the vote on September 18th 2014.

Where are we going on independence?

The answer I want to give to the title question is a confident – To  a decisive YES vote on September 18th 2014!

That’s what I and any independence supporter is expected to do – be gung ho, celebrate the polls that bode well, attack the methodology, pollsters and those who commissioned the poll when things don’t go so well. Forward to victory! Don’t be deflected! Find increasingly ingenious ways to interpret poll results that don’t suit us until they yield a positive message.

Well, I’ve done my share of that for six years, in arguments, in blogs, on Twitter, on YouTube, in letters to newspapers. Why? Partly to reassure myself, mainly to bolster the morale of the faithful and to encourage the undecided to look deeper into poll results.  Such things are legitimate in politics because, rather like the stock exchange, it’s part rational but significantly irrational and emotional, and confidence plays a significant part in success in any endeavour. The hard core of independence supporters will never be persuaded to change their allegiance by a poll, but their energies can be blunted, their enthusiasm dulled, and some may retreat into a blame-the-stupidity-of-the-Scots-electorate mode, and reduce the amount of work they do for the cause.

I’ve been tempted myself to say - “I’ve done enough – they can have my vote on September 18th 2014, but that’s it. Hell mend Scotland if it votes NO…”

But so far, that mood has never lasted, because events have triggered my adrenalin flow, and exasperation, astonishment or even mirth at the latest manifestation of ‘Britishness’, unionism, or the ever-idiotic Better Together spokespersons has driven me back to the grindstone.

So what is the proper attitude to the polls? Saying they don’t matter, the only poll that matters is the ballot box, or perhaps what-we’re-hearing-on-the-doorstep-tells-us-different etc. is a counter-productive reaction.

An opinion poll, conducted by a reputable organisation with sound sampling and interpretation methodology, in its raw data at least, is a vital and valuable snapshot of opinion at a point in time. Like any snapshot, it can be crisp in detail and capture the essence of the moment, or it can be blurry and unrepresentative. And, like any snapshot, those viewing it can offer multiple interpretations of what it means; and in this regard, the psephologists are the art critics of polls and, if we have any sense, we will pay attention to what they say and draw our own conclusions as to what action is necessary to move the next poll in the direction of independence.

The focus tends to be, naturally enough, on the polls that are published, but additionally, all parties conduct private polls for their eyes only, to guide their strategists. On the rare occasions the media get wind of this, commentators generate much synthetic shock that a party should take a poll and not publish the results. This is compounded on occasion by the stupidity of politicians who are unable to resist the temptation to make veiled allusions to such polls, with predictable results – demands that they publish immediately, accompanied by accusations of skulduggery. (There has been one such example recently.)

By November 2006 ICM/Telegraph got 52% YES and 35% NO. That might have been an indicator of the 2007 SNP win, then again it might not, because …..

January 2007, four months before the election, YouGov/Channel 4 poll gave 40% YES, 44% NO

Because of these poll – and because of the shock 2007 Holyrood result, unionists were jolted out of their complacency, none more than the supine Scottish Labour Party. “This wisnae meant tae happen, Tony!” bleated a shell-shocked Jack McConnell, and great menacing beasts stirred uneasily in the bowels of the British Establishment.

And so the first historic Scottish Nationalist Government was elected – a minority government, yes, but as a party in power, not as a coalition. And what happened at the next poll?

Spooky, or what?

I hear your cynical cries already - “Ha! Mail on Sunday! and Survation? Who the **** are they?” etc. because the day before we had this -

13th January 2012 ICM/Sunday Telegraph 40% YES 43% NO.  Had the electorate flipped overnight – or had the Mail on Sunday just behaved like the Mail on Sunday?

I could go on at length with poll results and interpretation of the mind-bending cross-relationships and implication of other questions to each other, on more powers, and support for remaining in UK, but I won’t, because my interpretations would be that of a layman, not a professional psephologist or political strategist, and would have correspondingly little value.

SELF-DELUSION AND MAGICAL EVENTS

What do we know? 

Bluntly, that -

the polls currently show a minority of the Scottish electorate in favour of independence

we have a mountain to climb before September 18th 2014

we must start to see some upward movement in the near future if we are to have any chance of success. 

Despite the fact that these three statements are undeniably true, simply to state them is to enough provoke cries of protest, and a range of ingenious interpretations of poll results, brandishing of poll results that were favourable, denial of the validity of poll results that were less favourable, attacks on the media, the pollsters and their allegedly flawed methodologies, and invocation of magical events in the past (the lead-up to the 2011 Holyrood landslide) and magical events in the future (the White Paper).

Bluntly, some independence supporters are going to have to grow up fast, politically and arithmetically, if we’re going to win.

I take comfort in my belief - which I hope to God is well-founded -that this mindset only exists among some of the support, that the SNP and YES strategists are rooted in hard psephological and political realities and can tell a standard deviation from a bull’s arse.

The 2011 result was astonishing, unpredicted by the politicians, but anticipated by the pollsters, albeit late in the day (because the shift in the electorate occurred late in the day), and nobody knows what caused it, although speculation, informed and otherwise, is rife. There is nothing in that past event – an election to a devolved Parliament – that is a reliable indicator to how voters will decide in a referendum of such historical importance, with such enormous constitutional implication as 2014 – except maybe hope …

It’s in the past, and the past is not a reliable guide to the future in politics.

The White Paper is clearly of enormous significance. It offers a huge opportunity for the independence argument, but also represents a huge threat to it. The formidable forces of the British Establishment, the monarchy (yes, the monarchy – the Queen has already pinned her colours to the mast), the UK Government, the UK Civil Service, the compliant media and press, the military/industrial complex, the nuclear industry - and shadowy overseas interests - are already preparing their attack plans. 

The White Paper will be leaked in part (inevitable, leaving aside the presence of spooks in the Scottish Government!) and will be subject to a dissection and onslaught against it that has rarely, if ever, been seen in British politics.

The Scottish electorate in the main will not read it (how many of you have ever bought or read a white paper?) and will be offered partisan and simplistic headlines, mainly hostile.

The Scottish Government and YES Campaign will be unable to match that in volume and coverage, and won’t want to match it in virulence and misrepresentation.

They will therefore be totally reliant on the brevity, quality and originality of their message, delivered in the main online and through volunteers, and with luck, through the national public service broadcaster - the BBC - if the independence movement can stop trying to alienate and antagonise every last journalist, presenter and programme editor in the entire corporation.

CLOSING – AND HOPE!

There are really only three key questions as a guide to action for the time remaining till the referendum -

1. How many Nos and Don’t knows can be shifted to YES?

2. What are the arguments that will shift them and how can they be focused and targeted on the various demographics and interest groups?

3. How are the frustrated pro-union devo-maxers going to divide, denied their second question  and faced with a polarised choice – YES or NO?

What I know to be true is that the vital and dedicated workers on the pavements, in the car parks and public places, at the letter boxes and on the doorsteps - and the less-important but still relevant backroom contributors such as me - are just getting on with spreading the message of independence as best they can to the widest possible audience they can reach.

Welfare and benefits – social protection – in an independent Scotland

Yet again, scare stories - unsubstantiated claims - by Better Together about Scotland's welfare systems after independence are exposed as untrue

There has been relative decline in welfare expenditure in Scotland as a proportion of that spent in UK from a peak of 9.7% in 2002/03 to 8.9% in 2011/12

Spending on social protection, including welfare as share of GDP is estimated as being lower in Scotland than in the rest of the UK in each of the past five years

Independent report of the Expert Working Group on Welfare recommends a TRANSITIONAL PERIOD of shared administration. The Scottish Gov. agrees this would be sensible.

ALL options for the delivery of welfare at the point of independence, including a STAND-ALONE SCOTTISH SYSTEM of administration are possible

Scotland delivers almost ALL parts of the current UK benefits system to people living in Scotland from locations within Scotland.

Scotland also provides a wide range of welfare services to England. Some of these services are significant, with a claimant count in millions.

The Foreign Affair Committee Report – Scotland’s nuclear disarmament, NATO and EU

The M.O.D. having been in denial over the imminence of Scotland's independence, is now panicking, as is the Westminster Establishment - they're going to lose their WMDs, their seat on the UN Security Council, and as a nukeless rUK, Britain's last claim to be a world power, a global player. The final end of Empire ..

Summarised briefly, they're scared shitless, and desperate to kick the unilateral disarmament of Scotland into the long. long grass. They'll argue, then bully and intimidate - and there's little the shadowy vested interests and dirty money behind nuclear weapons and nuclear power won't do to avoid this outcome.

The Currency – Jon Snow and Alex Salmond

Not a very inspired or economically literate interview from Jon Snow, in my view. He trots out old quotes and BetterTogether simplistic soundbytes to the manner born.

Once again - for Snow and other economic primitives - the options are these:-

ONE: Adopt the euro. COMMENT: Nobody in their right mind would do that at the moment.

TWO: Launch a new Scottish currency. COMMENT: As above - but after independence day and new Scottish Government in 2016, clearly an option, dependent on European situation.

THREE: Decide to abandon the referendum and stay with the failing, incompetent, corrupt UK/Westminster regime. COMMENT: Scots would have to be nuts ...

FOUR: Stay with sterling after a YES vote. COMMENT: No other choice till 2016 since we're not yet independent - re-evaluate sterling in the light of progress in negotiations with rUK over currency union - and the state of the eurozone ...

What is Truth? (Pontius Pilate): Labour’s Truth Team and video

Scottish Labour’s strange little black propaganda video has made its appearance on YouTube, timed for the Scottish Conference. I don’t know who did the voice over, but it is a very strange voice indeed, modelled roughly on the voiceover in trailers for crap American series on repeat channels – a kind of mid-atlantic, pseudo-portentous growl. Impossible to determine the nationality of the perpetrator – could be a Scot trying to expunge all traces of Scottishness. Clearly, Scottish Labour didn’t trust an honest Scots voice to talk about truth …

The graphic mode is funereal, in the BetterTogether style of Repent_End_Union_is_Nigh! All that’s missing is the lugubrious Alistair Darling. Only the first point, on the currency deserves any attention – the rest is beneath any serious analysis. (It says a lot about Scottish Labour’s ideas of the intelligence of Scottish voters –perhaps the most catalysed, sophisticated electorate in the world right now.)

These quotes are over 13 years old. It was in the last millennium – the last months of the 20th century.

Since then, we’ve had 9/11, governments have come and gone, dictators have risen and fallen, the disastrous Republican US/Labour UK wars in Afghanistan and Iraq were started with a bang and are now ending with a whimper, and from 2008 onwards, the world economy and the world’s banks have gone into near meltdown, the British economy is a basket case, due in significant part to the Blair/Brown Labour Government’s mismanagement of the economy and the regulation of the banks, and the Tory/LibDem Coalition Government’s misconceived attempts to handle the shambles left by Labour, Europe has major problems with monetary policy, and the Arab Spring continues, creating major uncertainties for the Middle East and the world.

Economist, bankers, political theorists, academics and governments across the globe have hastily revised just about everything they thought they knew about monetary and fiscal management and investment.

But Scottish Labour relies on 13-year-old last century, last millennium quotes by Scotland’s First Minister to allege a contradiction over the SNP’s present policy over Scotland’s currency after independence!

It is a measure of Scottish Labour’s failure of imagination, failure of basic economic or political understanding and failure to adapt to the world we now live in that they are reduced to such Fox News-type negative campaigning and propaganda.

Political leaders failing to change their minds in the light of the vast changes to political and economic circumstances over this turbulent period would truly remarkable, branding them as dinosaurs, doomed to extinction by forces beyond their understanding or control.

That would be a fair description of the Scottish Labour Party, as exemplified by this misconceived initiative and video, dragging the very concept of Truth into their gutter.

Let’s look then at Alex Salmond’s current position on a Scottish currency, and the quote that encapsulates that pragmatic position -

Retaining the pound under independence is something that I believe is in the interests of Scotland.”

Here’s what I said last year on the currency question, as a rebuttal to criticisms advanced of the FM’s position.. The essence of the argument is still much the same, but heavyweight economic commentators have since then suggested revisiting the commitment to sterling and reconsidering a Scottish currency launch, in the light of rapidly the changing economic climate. -

MY REBUTTAL OF ARGUMENTS – June 2012

This is an attempt to talk the language that the average voter might begin to understand, so a warning shot to the ravening hordes of PPE graduates and professional economists – don’t try to bury me alive in complex conflicting arguments and academic references which have more to do with the political axe you are grinding than economic facts – haul your wagon to one of the many learned journals who publish this kind of thing, and have fun quarrelling with your peers over arcane theories.

1. Scotland is not going to be become independent, but if it does, it won’t really be independent if it still has sterling as its currency.

The idea that there is some pure, unalloyed version of independence in the complex interdependent world we live in is fantasy, as it is in individual life. Independence includes the right to decide with whom we cooperate, with whom we form alliances, when we cooperate and when we walk away, and whether that cooperation and those alliances are on trade, on economic controls, on defence, or in cultural, social, humanitarian and sporting policies and joint ventures.

And to forestall yet another ludicrous unionist old chestnut, our present membership of the UK does not already give us such sovereignty – it involves the surrender of the right to decide, the surrender of the sovereignty of the Scottish people on all but the few devolved matters the sovereign UK deigns to permit us to exercise some control over.

It might be nice at some point in the future to have an independent Scottish currency, Equally it might be appropriate to remain in sterling, or to join the euro, or join some other currency union as yet unknown. What will be even nicer is that the sovereign Scottish people will make that decision – nobody else.

2. Alex Salmond really wanted to join the euro: he was wrong on that, therefore he is wrong on this.

Resisting the urge to laugh at the utter naivety of this argument, I will simply say that what anybody said about the euro, about economics, about international banking and finance over four years ago is now almost completely irrelevant in the light of the economic and financial chaos that has engulfed the world. With the exception of a few prophetic voices crying in the wilderness, nobody foresaw it in any meaningful sense, least of all the economic and political theorists. Great fun can be had by selectively picking quotes of yesteryear, but it contributes nothing to an adult debate.

3. An independent Scotland would not have any influence in a currency union with the UK, much less a seat on the MPC, and would be wholly at the mercy of the Bank of England on monetary policy, and since the B of E is invisibly controlled by the UK (sic) Government and the Treasury, Scotland’s financial independence would be an illusion – the control of fiscal levers and policy would make no difference.

First, a few facts -

Currency unions exists all over the world, and can be one of three kinds – informal, formal, or formal with additional rules. They are entered into to maximise economic efficiency in a geographical region.

Scotland doesn’t need permission to use sterling – it is an internationally tradable currency, like the dollar, and if an independent Scotland continues to use it, it de facto has entered into an informal currency union with rUK.

To take the arrangement beyond the informal would require negotiated agreement with rUK. Such an agreement could only be reached during the wide-ranging negotiations that will take place after the YES vote in autumn 2014. The present UK Government is not going to enter into such negotiations, formally or informally, in the lead-up to the referendum when it is fighting for a NO vote. To do so would be to admit, de facto, that Scotland was likely to become independent. (Johann Lamont more or less did just that at FMQs.)

(If sensible politics and diplomacy were a feature of the present UK Coalition Government and Opposition, there would probably be confidential discussions taking place right now. Regrettably, there is little evidence of anyone in the Coalition Cabinet, or in the Scottish Office, or the Holyrood Opposition capable of the sophisticated approach that this would demand. There are undoubtedly such people in the diplomatic services. But to use diplomats would involve acknowledging that Scotland is likely to become an independent country.)

The Bank of England is the Central Bank of the United Kingdom. Gordon Brown gave the Bank of England operational independence in monetary policy in 1997, and it became responsible for setting interest rates through the Bank's Monetary Policy Committee, independent of Government.

The members of the MPC are the Governor of the Bank of England, two deputy governors, the Bank's Chief Economist, the Executive Director for Markets and four external members with financial expertise directly appointed by the Chancellor. A representative from the Treasury also sits with the Committee at its meetings. The Treasury representative can discuss policy issues but is not allowed to vote.

Its role is to set interest rates, to issue banknotes (Scotland still issues its own) and to contribute to “protecting and enhancing” the financial system. It has the right to use a process called quantitative easing to ‘print money’ (which is not printing more banknotes!) usually in crisis situations such as the recent banking collapse. The MPC does this by electronically creating new money to purchase assets, thus increasing the national debt. (Between March 2009 and January 2010, the MPC authorised the purchase of £200 billion worth of assets, mostly gilts – UK Government debt) This injects more money into the economy.

An independent Scotland will have full control of every aspect of the financial measure – fiscal levers – necessary to run the Scottish economy, raise taxes, etc.

If it uses a currency other than its own - e.g. the euro, sterling, the dollar – its interest rates would be set by the central bank of that currency. Scotland would therefore be subject to the monetary controls and monetary policy of that central bank.

The strength of a currency depends on the economic performance of the country issuing it, and the perception of that country, its currency and its economic performance by other countries. This determines the exchange rate, normally defined against the dollar.

For a newly independent Scotland to launch its own currency in a favourable world economy would have been a bit of a gamble: for it to launch its own currency in the current chaotic economic climate, or to join the euro would be lunacy. Sticking with sterling is the prudent, sensible option, either informally or within a currency union with rUK. This is not the time for macho posturing, indeed there is never such a time …

For the Bank of England and rUK not to accept the reality of an independent Scotland, with full fiscal control, using sterling, without having an observer equivalent to the present UK Treasury advisers would be illogical. Lyndon Johnson’s memorable phrase of “better inside the tent pissing out than outside pissing in” comes to mind. Since the criteria the chancellor uses for selecting the four independent special advisers is unknown to me, I can offer no advice other than to say that a special adviser with an insight into, and special knowledge of Scotland’s finances would make sense.

A currency union beyond the informal also makes sense to any objective adviser.

As for Johann Lamont’s nonsense about consulting the Bank of England or the UK Treasury in advance, I refer to my comments above. Expect no objectivity from them until we have a decisive YES vote and negotiations have commenced.
